Bill is a Lifetime Member of the Association of the United States Army with more than 40 years of government and corporate leadership experience. He is a graduate of the Army Command and General Staff College, the Army War College, and has a Bachelor of Science degree in Building Construction from Texas A&M University and a Masters of Business Administration from Phoenix University. He has a proven record of excellence in operational and engineering assignments and is a visionary leader in planning, problem solving, organizational change, team building and project/construction management.

Bill served in the United States Army from 1974 to 2011 rising to the rank of Major General in the Corps of Engineers. His exemplary service record in the Army includes command and staff assignments in Panama, Germany, Iraq, Fort Hood, Texas and Fort Leonard Wood, Missouri. Most notably his most recent assignments in the Army included combat service in Iraq where he was responsible for planning, coordination, and successful execution of more than a $20 billion reconstruction program. At Fort Leonard Wood, MIssouri he was responsible for the corporate planning, development and management of engineers, military policemen and chemical Soldiers for the Army and integration of like capabilities in the Air Force, Navy and Marine Corps. In his final Army assignment he served as Deputy Inspector General and Inspector General of the Army in 2008 - 2011 where he was responsible directly to the Secretary of the Army for the effective and efficient compliance of the Army and its personnel to standards, regulations and laws.

After retiring in 2011, Bill became the Project Director for the fast track construction of a 200 million cubic feet per day dew point gas processing plant in southern Bolivia. With the project in trouble when he was hired, he devloped a recovery plan, and managed the multitude of engineering, logisitics, and construction challenges to complete the project ahead of schedule with an almost 30% increase in scope. Today he is consulting in both the project management / construction and defense sectors.

Bill and his wife Jill live in Driftwood, Texas.
